Kurt E. Johnson: Disciplined after allegations of gross negligence

Kurt Eugene Johnson, MD is a doctor in Chico, CA who was disciplined in 2018 after charges of:

  • gross negligence;
  • repeated negligent acts;
  • prescribing dangerous drugs without an appropriate prior examination and medical indication; and
  • keeping inadequate medical records.

The detailed charges—described in an Accusation by the Medical Board of California—were related to Johnson’s alleged treatment of 7 different patients.

Ultimately, Johnson (“Respondent”) and the Medical Board reached an Agreement in which he would be disciplined.

The Agreement stipulates:

Respondent understands and agrees that the charges and allegations in [the Accusation], if proven at a hearing, constitute cause for imposing discipline upon his Physician’s and Surgeon’s Certificate.

For the purpose of resolving the Accusation without the expense and uncertainty of further proceedings, Respondent agrees that, at a hearing, Complainant could establish a factual basis for the charges in the Accusation, and that Respondent hereby gives up his right to contest those charges.

The Agreement revoked Johnson’s license but stayed the revocation and placed him on probation for five years. Johnson had restrictions placed on his ability to prescribe controlled substances, was required to take continuing education courses, was prohibited from operating a solo practice, and was required to undergo practice monitoring.

Johnson was a business partner of pharmacist Mitch Hoggard, a treasurer and board member of the pseudoscience group LymeDisease.org. Hoggard and Johnson ran the Chico Hyperbaric Center, which heavily promoted hyperbaric oxygen therapy (HBOT) for Lyme disease.

LymeScience has criticized hyperbaric oxygen for Lyme disease as being quackery.
